The new season is starting now and we hope you have enjoyed the summer holidays.
Constructions in Dubai have been going on and water sports will be very much affected. We already felt the impact on the Surf community where constructions will shut down some areas for the Surf.
Kitesurfing in Dubai will be affected as well in the future. WE DON'T KNOW yet at which extend these modifications will restrict the kite surf in Dubai. We have been informed by RTA and Sports Council that it will be very difficult to do any modification about the constructions.
The SUP will be the easiest sport to practice in Dubai for the time being.
In Dubai the law structure has been modified. Thing must be legalized and licensed. And certainly with the help, the dynamic and the expansion of the Dubai Sport Council we are cooperating to find solutions for the future of the 3 sports in term of legalization, license and allocation of space to practice.
AS A FIRST STEP and only for DUBAI
from the 07/09/14 until 21/09/14:
1) Kite, Surf and Sup Schools shall send as soon as possible all their legal papers issued by the Dubai Economical Department to firstname.lastname@example.org for kitesurfing. AND for the Surf/Sup to email@example.com.
2) All relevant papers will be processed by the EKA/ESSA.
3) After reviewing all the documents. We will approve only 5 schools for every each of the 3 sports (Kite, Surf and Sup) for Dubai.
4) The names of these schools will be transmitted to the Dubai Economical Department and to the Dubai Sports Council.
DUBAI RIDERS (SURF, KITE and SUP) RESIDENTS:
All Riders shall send a copy of their Emirates ID (front/back) with their contact/emergency number, a photo passport at firstname.lastname@example.org for the kitesurfers. And for the surf/sup at email@example.com.
In cooperation with the Dubai Sports Council we will issue a Card to every rider. This card shall always be with the rider when going to practice!
ABU DHABI ALL STARS 2014
See you in 2015
We wrapped yesterday the Abu Dhabi All Stars Grand Slam 2014. From 16 International riders last year we had a bit less than 90 international riders between the surf and the flat water competitions. We have introduced a new competition formats in the Sprints and Team Sprints. The international impact of this year event was absolutely massive. Locally it was a great success within the Emirati community but very low within the UAE expats SUP/SURF community. The most important factor for us actually is the Emirati community the more the Emirati community will grow within the SUP/SURF the more we will be able to develop the sport. Of course the Expat community has already the culture of SURF/SUP and we do believe too that the expats community has a big role to play on making the SUP/SURF in the UAE as a lifestyle for the Emirati. And We have seen the combination of both culture working very well, and this is one of the path we intend to go on for the next season.
Next season is promising, we have been working a lot to improve the quality of our systematic regarding the UAESUP WINTER LEAGUE 2014 - 2015 with the support of a major brand (will announce it soon). We will introduce the UAESURF WINTER LEAGUE 2014 -2015 first edition. We we plan as for today for 11 SUP event + the All Stars 2015 and 4 major Surf competitions.
To help the sports to grow, we have asked the brands to submit the dates of their event for SUP/SURF. The ESSA will support logistically the event to reduce the cost on the brands. For the time being we have discussed with Naish ME and Starboard Me and we are waiting for their final proposal which should be submitted before the end of Mail 2014. The rest of the brands in the UAE didn't yet submit any proposal to join the the SUP LEAGUE or SURF LEAGUE.
Of course if any one is willing to organize an SUP/SURF event, it doesn't need to be a competition, you can submit your proposal at firstname.lastname@example.org. More over we need to see more events in other Emirates than Abu Dhabi or Dubai.

OFFICIAL GOVERNMENTAL ANNOUNCEMENT
The Emirates News Agency, WAM, (Wakalat Anba'a al-Emarat), the Ministry of Information and Culture of the United Arab Emirates official publications, has transmitted and informed all public related affairs, governmental departments and Ministries about the establishment of the new ruling authority for the Standup Paddle, Surf and all related sports are under the authority of the ESSA (Emirates StandUp Paddles and Surf Committee).
From the date of this official publication, all public and public related affairs shall comply with the ESSA rules & regulations.
The ESSA is under the UAE Sailing & Rowing Federation, which is under the Ministry of Education, Youth, Sports and Developments.

Dear All ,
Just to inform you that the Abu Dhabi All Stars SUP & SURF Grand Slam Invitational 2014 is an international competition which is limited to the international PRO riders touring the Worldtour series (waves and flat water Grand Slam series) one part.
The other part, is open to the GCC riders. The GCC riders shall register on the ESSA website and not on the Worltour website. This will be clarified by the Worldtour on their website too.
Please do not register on the Worldtour website if you are not already part of the Worldtour series.
Last year we allowed few riders from the GCC to participate in the wave competition because we were introducing the ALL STARS to the world. This year we will have specific competitions for the GCC and Pro Riders together and only GCC riders competitions during the event.
One more thing, we have seen some people in the UAE and else where in the GCC advertising on social networks their status of International Pro-Riders.
As far as we are concerned (ESSA) and the Waterman League there are no such INTERNATIONAL PRO-RIDERS in/from the UAE or in the Worldtour representing the UAE or (expats living in the UAE) representing the UAE.
We have received some emails inquiring about the Chapter 7.0 of the ESSA/EKA and the ESSA/EKA Status. We thank those who sent these emails.
Is the ESSA/EKA private or Governmental?
We have published the legal documents on our website on the 26SEP2013. These documents are the legalization of the ESSA/EKA as a governmental branch of the the UAE SARF which is a branch of the Ministry of Education, Youth, Sports and Development. The ESSA/EKA is a non profitable synergy and none of the members are under any kind of payrolls. It is all on voluntary work.
Who are the people in the ESSA/EKA?
The Committee members have been chosen by the UAE SARF. The Choice were based on their Waterman experience and their competences of managing a team and programs development. Some of these members have great responsibilities in their normal jobs.
Why the ESSA/EKA is still keeping the same logo when the name should be ESSC/EKC?
The main reason of this is simply due to the actual status of the ESSA. It is actually a Committee and later on it will go back to an Associations status. We have been waived by the Ministry Of Education to keep our actual logo due to cost efficiency too.
Important: The use of terms "Clubs, Association, Group etc" can only be used by the government and not by any private person. For exemple anything which is a "Club" is government like the Dubai Marine Club or Abu Dhabi Sailing & Yachting Club. Exception can be granted to Embassies to have their official clubs like the "British Club".
To clarify a very important point in the ESSA/EKA Chapter 7.0 regarding events of Sup/Surf/Kite or ANY RELATED SPORTS.

All amendments have been published in february.
1) No event will be authorized in the UAE unless approved by the ESSA/EKA. The approval delivered by the ESSA/EKA includes related governmental authorizations
2) Any events on any of the PUBLIC beach must be an ESSA/EKA event by name. Exemple "The ESSA SUP ABU DHABI CORNICHE 2014". Note:The event can be sponsored by any kind of brand, or by the ESSA/EKA or any Governmental department.
3) When an event is taking place on a private beach ONLY and not on the WATER, there is no requirement for any approval as long as the event is not shifted to the water. If the event shift from the private beach to the water, an approval is required plus paragraph 2 of this document applies for the organizers. We kindly remind every one that water (lakes, sea etc) is not PRIVATE, it is the property of the UAE government. Some places are under special derogations from the government and water is virtually considered as private. But this is usually for palaces etc.
Note: In case of an incident or accident on a Private beach and General public is involved during an event. The ESSA/EKA will open an investigation and legal consequences will follow if the organizers are found responsible for the cause(s) of the incident or the accident.
Never the less we encourage people to organize events, we will always supports the proposals if all the legal and operational aspects of the event are complying with the safety & regulations.
Said that we will open soon a special page on the web site for the community to apply for the organizations of Surf/Sup/kite for the Winter League 2014-2015. We have a great surprise for the next season which will be for the 1st time running on a good standard.
We do understand that this season was quiet. This is due to the fact of legislation changes. We had to comply with it and re-inform all parties to make sure that every one is on the same page. But unfortunately this took time because not all implicated governmental parties were available for meetings due to their work priorities, and this is very understandable.
But we promise next season will be big for Abu Dhabi, Al Ain and Dubai initially for the time being. We need more exposure by the community in other Emirates. So we count on you people to be more actif in your emirates.
Word to the community...
We have been asked what are the requirements to have and to do to be a SUP instructor?
A) The Instructor Module is still in process. We still need to finalize a "Water Life Saving" course with the Civil Defense training institute. They have a solid training program but it's to heavy for our requirements. If you have a proposal for us regarding an efficient program which can be used to be approved for "Water Life Saving" don't hesitate to contact us at email@example.com. We need something efficient, simple and solid. Thank you.
B) Now we are tide up with the SARF regulation regarding instructor licensing. Basically freelance instructors are not allowed. This is a Federation rules, we can't do anything about it. Training can only be provided through Clubs or Schools. So one is Governmental (Club) and the other one is Private or Governmental (School). As long as the training is provided through this system there is no problem because we can trace back the training source through the Clubs or the Schools. The Instructors needs to be licensed, this is not a big issue, it is matter of procedures. After that the ESSA can actually recommend instructors to Clubs in the UAE. But this has to be finalized with each club and the ESSA. For sure the clubs will not remunerate you because you can't be an employee of the club. But we can look at it and get back to the community for a clearer answer. The other solution is to create an SUP/SURF school according the ESSA regulations.
